Is it better to leave logic in PHP or Database?

I am creating an application together with another person, she thinks it is better to put all the logic of the system directly in the database (Mysql), under the pretext that it will help if we use other languages in the future and that there will be no need for readjustments in the structure.

There will be a system, done in PHP, but this, just make requests for views, and structure the front-end.

What is the best option for the overall performance of an application with a large number of requests?
