I am with a project of an online supermarket and my client wishes that only those who live within the city where he owns this supermarket can place orders. He has problems because he already has this supermarket using opencart and always appears an order from out of town and even out of state. Is there any way to limit so that only IP addresses within the city can make your purchases?

I don’t think limiting by Ips is a good idea. Perhaps the best solution is to make clear in the layout the delivery only in the city and use some type of ZIP filter. If the delivery zip code is outside the coverage area the system warns that it will not be possible to complete the order.
Find out what is the "range" of Ceps of the city.

It’s complicated that way. Ip is strange I use an adsl with not fixed ip and many sites specializing in ips analysis see my location which is in Uberlândia in several places of operation of the Algar Telecom Group network as Mato Grosso, Goiás or any other city. As the guys said a right way is to ask the zip code before or before closing the shopping cart and at this point warn if he has not read the messages on the site. It is very common in Brazil to come across people who do not read the site and only see what they want and disregard everything around them.
