Function points are enough to make up a software measurement program or there are other measures to be used together?

Function points are too empirical a unit to be the only way to correctly measure a program. One can also consider the theme of the application, and the expected knowledge for the implementation of it (frameworks, languages, mathematical modeling, knowledge of own thematic as legislation, circuits and biology) versus the knowledge of the allocated developers, modeled as a vector distance calculation. Implementation limitations, such as RAM limit and continuous operating time, can also be considered. Remember that function points are abstract and personal measures.
