I have a Raspberry pi 3 without internet access and need to install in it the library RPI.GPIO, I have to download from another machine and pass the library by pendrive. My questions are: Which folder do I put the library in and what command do I use to install this library?

You can download the library package you want to use,on Github for example, and use the Pip install command to find the file locally on your device.
Example:
Pip install . /downloads/Someproject-1.0.4.tar. gz
