Doubt Code (Charset) Soapclient Laravel

I would like to understand the reason for this difference in a consultation using the SOAP:

  • In an application the SOAP query returns a string in format ASCII, with special characters of shape of ?? as an example:

Present?? that of the program. Integrate?? that of the teacher and students. Evolve?? that of Adm. of Produ?? and Operators: The emergence and the world of Adm. of Produ?? o; Development hist? rico.

There is another application that uses the same SOAP query, however the string is returned in format UTF-8, with all special characters formatted.

The doubt is: because in another application, which uses the same SOAP query, same parameters, even query XML, one returns me in ASCII - the wrong shape - and the other returns in UTF-8 - correct form?
