I’m trying to find out, but I’m on time researching and I couldn’t find any reference, someone would have an idea of how CSS was developed?
Was developed with a specific language? What technology is used?

What do you mean? CSS is a specification, each interpreter/renderer implementation uses the language you want.

A committee met and decided how CSS should work. Probably used a text editor :) Maybe some other tool for representation of formal languages. You’ve seen the CSS specification?

Yes, I read it, but it’s unclear how these specifications are created, how rules are applied in browsers, I haven’t found anything on the web that tells you clearly how CSS actually works and what technologies are used to create it.
