Currently what is the best way to generate PDF with PHP using HTML or database?
I’ve been looking at some libraries, but a lot of them have no documentation or are obsolete.
The very one PHP has something of his for such?

Good morning! As I said, mPDF has been discontinued since 2016. So I don’t think it’s wise to invest in something that I won’t have support for. The system here is big and critical, we can’t take risks...

On the other hand, in the same article there is a quote to two other projects that seem to be very robust. jsPDF = https://parall.ax/products/jspdf TCPDF = https://tcpdf.org OBS: the latter has much better documentation...
