Having already some knowledge in php,javascript,html, css,responsive design framework ,such as, bootstrap and semantic-ui, and as my main focus (like) is to develop applications for the web, I would like to know the best way (tutorials, councils, etc) to start developing c# . net.

My suggestion is that you study C# and if I need to refine the OO paradigm, go into the concepts behind the WEB applications, how the frameworks used in the platform work. NET(MVC is the main one in my vision).
I learn by understanding the theory well and then applying it in practice, you can take what you have already done(would) with the stack in PHP and repeat in C#, give you the understanding of the differences between the two platforms.
