If I understand what you want to do, you just need to access your file php.ini
and change the property value upload_max_filesize
.
I already did, but it didn’t help. When I enter the configuration folder, or bin, I don’t remember now, there are several folders with different versions of php. I enter the most recent, 5.6.something, access php.ini and change it. I found it strange not to have changed.

I don’t know exactly what the purpose of the question is. But a long time ago I had problems importing large files into Mysql (got corrupted). Based on this I recommend the use of the program Heidi SQL for data import. It executes the file in parts which avoids many problems.
