How I create a SLN file that opens files .csproj and how I create the file .csproj too? Hence the csproj will open the files .cs and .dll? Can you help me?

Archives .csproj, .vbproj and .cppproj are XML files that contain information for solutions or projects that can be used in Visual Studio or in the Sharpdevelop. The archives .csproj do not open files .dll nor .cs, they open nothing, it’s a simple file used in the programs I’ve already said up there.
