android.permission.MODIFY_PHONE_STATE - How to assign system permission?

People need to use in my App the following permission: 

android.permission.MODIFY_PHONE_STATE

But it shows an error in Manifest saying that permission is only granted to system apps.

I need to intercept the call, so I can turn it off and text the number.

I need to make it system app, but how?

This permission is only for system applications!

No other application may use this permission other than the system.

What you need to do?

  • I edited the question -- I need to intercept the call.

  • You can not make your system application only with hack and if your application has scope to be published will not work because each client would have to hack the android itself to work! As for what you need.. has how to do and does not need this permission! When you get home put an example for you!

Unfortunately it is no longer possible to get this permission. From Android 2.3+ this permission was limited to only system applications.

In itself documentation is cited that it is not for third party use.

As we can see in the commit made by David Brown, Android contributor, the permission was marked as signatureOrSystem.

There are some issues, for example 15031, 15022 and 14789 . They were ignored.

Alternatively you could install your App as being from the system, but it is a manual process and requires root to work.
