Access Database File, SYBASE

I need to remove the data from a database file (.db) that I was told is SYBASE, the client needs to migrate data and I need to access, does anyone have any idea where to start? because never heard of Sybase.

Remembering that it is not a server, it is a FILE.

I wanted to access it via C#.
