Axure is a very good tool (http://www.axure.com/) to create high fidelity prototypes for the screens. It generates the html of prototypes, but you’ll probably have to edit something or other in html/css before sending it to production.

Recommend Balsamiq for Mockups. Unfortunately no tool of this type will generate a quality source code.
