Wordpress - change folder to root

I’m about to set up a website on wordpress to a friend’s agency.

For now, when accessing the site, we have an html file stating that the site is under construction.

But now that we will develop the site in wordpress, I thought about installing in a subfolder and when to publish, pull to the root, but I’ve been told that this is a lot of problem.

There is a safe way to do this without losing the posts and theme settings?

There is a way to install the wordpress at the root of the site, but leave it hidden from users during development, maybe only accessing the site by password?

There is, there is a plugin called "WP Construction Mode". Only those who have access to the site/portal will be the ones who are logged in. Whoever is undocked (wordpress), will have a page similar to this...
