I had been facing this same problem on Windows 7 when I started Android Studio by Shortcut from Start Menu....
Solution: Run as Administrator
The problem was occurring because of disk permissions on Drive C:. Running the program as administrator allowed it to perform the download of all necessary components and now I can open Android Studio normally.
I’m not sure, but it’s possible that the error is the lack of Maven installed on the machine. Can you check this?

Maven is a dependency manager and build system for Java. If possible, please install it on your computer to see if it solves the problem: https://maven.apache.org/guides/getting-started/windows-prerequisites.html.
