I am developer . Net (MVC, WPF, MCF) and need to develop a project mobile cross-platform, I did a search and verified that there are several framework’s that resolve the issue as Phonegap, Apache Cordova, Ionic, Lungo among others.
I found that most framework’s are based on HTML, CSS and Javascript.
Which one of these framework’s owns the best performance and lower learning curve?

We find it interesting, but in the current way it does not seem possible to give an answer that is not strictly opinionated (for reasons I explained in the goal). Would it be possible to better define in your question what are the characteristics and requirements of the project you need to develop? For example, depending on the project, it may be that the difference in performance between libraries is insignificant.
