Error getting developer license on Windows 8.1

In Visual Studio Community 2013, for application development for Windows Phone, it displays the following error when trying to get the developer license: Message Title -> Unable to get your developer license for Windows 8.1 Message Content -> Error 0x80070422: Service cannot be started because it is disabled or does not have enabled devices associated with it.

Erro

According to this answer in MSDN, the problem must be solved by following the following steps:

  1. Click Start, click Run, type services.Msc, and then click OK.

  2. In the service list, find Windows Update, then click Properties.

  3. In the Boot Type list, click Auto, then click Apply.

  4. If the service status is set to Stopped, click Start, then click OK.
