How do I do css animation?

I was surfing the net and I found a site with a very nice animation but I couldn’t find the name or how it does it. This type of animation can be done in two ways, CSS or Javascript. I prefer to use CSS whenever possible, depending on where you use it.

Well, this was done with javascript, can even open the element inspect and go there on the console.
