Is there any way to access a directory of a site that returns a 403 Forbiden error?
Is there any way to do this by Curl or wget?

Depending on what is causing this error, it may be configuration in Ngnix, but if the server is like-Unix it may be folder permissions, or it has no access, because this is a server response to an internal lock. All HTTP responses are answers to problems, but you can force them to use even if it is not an "internal problem". For example, error 500 is when a software or module fails and Ngnix or apache cannot answer. -- It is not possible to force pass these answers, in the case of 403 if it is a page with authentication you will have to have the data to authenticate.

http code 403 indicates permission denied.. usually when you need to have an authentication or simply cannot access content.

@Danielomine exactly what I said, however the situation may also occur with folders without permission on like-Unix systems for example
