How to modify a value after it has been moved to another column or row in Google Sheets?

Question

I need to create a Script for my Google table The main idea is that when I move the value of a cell up or down this value is edited accordingly

Ex:

If moved to a row above increment or if moved down decrease a number

I’ve searched a lot about events Onedit or even Onmove but I didn’t find anything related
