Your question could be improved, but from what I understand: no, you don’t need any framework to develop for the Web. There is a resurgence in the use of "pure Javascript". And yes, there are many other frameworks besides the 3 you mentioned. The point is, for big project development, the reactive programming paradigm speeds things up a lot, and implementing a reactive framework from scratch doesn’t make sense. The reactive programming even overflowed to development outside the Web (React Native, Flutter). It would be hard to justify not using React or Vue on the Web today.
