What is the operation behind the environment variables?

Hi, I’m new to programming, I downloaded the SDK from. NET 5 to learn about, but I came across his command line in English, I don’t really know what defines the language, but I researched and found that maybe if I ran the command set DOTNET_CLI_UI_LANGUAGE=en I could switch to English. Until then only what I did was to create environment variables in the Windows GUI (I just knew they could run binary files from my PC), I didn’t understand how this command could create a new environment variable if I hadn’t even informed the directory, as I do at GUI.

I wanted to please know a little bit about how this concept of environment variables works, if someone sympathize with my ignorance could clear my mind a little? Thank you from now on for any shared knowledge.
