Welcome file list does not work

Question

Hello, before posting here I searched in several forums and could not find a solution. I have a Maven project, jsf 2.3, it works, but when starting Tomcat I would like to welcome page, but it does not run. Below is a print of the directories and my web.xml file and facesconfig.
