What is the best R package to plot data on maps in Brazil?

From what I researched here in the OS and Google, there are at least three different packages to build maps of Brazil in R.

Any user experienced in building maps on R would have any source of authoritative information that justifies the use of one of these packages in relation to the others? Or if there would be a better package (by "better" I mean: with more functionalities relevant to geo-referenced statistical data plotting and more user-friendly syntax)? Would be able to give information based on facts and with justification what are the advantages and disadvantages of each of these packages?

Contextualization: I am using brazilmaps. This package has a very user friendly syntax, and easy to use. But it’s outdated (needs to be downloaded from github) and I’m facing two difficulties:

  1. I am making maps of municipalities for different moments in the history of Brazil. The number of municipalities in Brazil has changed over the years, as new municipalities have been created. However, apparently the package brazilmaps only has the shapefile of the most recent configuration of Brazilian municipalities. This creates blank spaces (missing data) on maps when I plot old data. The ideal would be for the package to have shapefiles for the various configurations of the Brazilian territory over the years.

  2. I am also making maps by states (Ufs). On these maps, I would like to plot numerical value labels on the territory of the States, but I can’t find this option.

I wonder if any user would have a information based on facts about what advantages of each package to plot data on maps in R.

Please let me make it clear that I am not just asking for an opinion. I would like to get substantiated answers with information that clearly and justifiably indicate the reason for the use, or not, of these packages to plot statistical data on the Brazilian territory.
