Device Detection and Functions

Hello, would like to know if it is possible to program the site to detect devices(peripherals) specific (for accessibility) are connected to the computer and/or specific functions (such as screen reader) are active.

I realized that there are some difficulties for disabled people visual, auditory and motor time to surf the internet. So they use devices that help in navigation, but not all are compatible with the websites, because the site architecture was made without thinking about accessibility.

An example of this, which you can test yourself, is to try to navigate using only the keyboard. Pressing the "Tab key" you realize that a little blue box moves between the buttons and links of the site, browsing from left to right and from top to bottom. This key is widely used by visually impaired people to navigate the site, and where the little blue box is, the screen reader will read. Now imagine he wants to read a piece of content that will only be found in the middle of the site or even at the end of it. It has to press several times the "Tab" to find the specific content.

Thinking about it wanted to know if it is possible to identify if there is a specific device connected to the computer (or cellular), or if there is a function enabled, to activate or change something on the site, facilitating reading and viewing of the site for visually impaired, hearing and motor. Even for elderly people who no longer have a hundred percent vision, or people who have difficulty reading.
