I would like to ask for support on how to create a web server on a personal computer and how to make a website accessible to anyone and not just through localhost

If your intention is to have a web server to put a website on the air with reduced costs. It will be better to do more as experience or curiosity.
Installing Apache Web or Nginx on your machine and an account on the site https://www.noip.com/ are already enough to put a site on the air, but with reservations.
You depend on high Upload rate, as your users will be downloading your website and home internet links value higher download rates than Upload (your users will have to be patient...)
The site noip.com is a freemium, IE, soon need to pay to have more resources.
Recommend searching for website hosting!
But as a simple experience or curiosity, good luck with your project!
