How is the degree of authority of a website calculated?

Can anyone explain to me how is measured the degree of authority of a website? Today on http://www.meets.com.br We have a 28 degree of authority Ubersuggest. On other sites we have a lower grade and others higher. Which reference and whether this impacts directly on Google searches?

    One more tip, it seems that one of the strong factors of authorship are the Back Links, so if there is a link to your site in Wikipedia or Endeavour or in the Exam, your site will gain some Authority points, because other trusted sites are pointing to yours. But this is just a piece of a gigantic, time-changing puzzle. (remember quantity is not quality, a google black list website that points to your will is to make you lose points, maybe)
