Connect BD sql server to sql

I am trying to connect my sql Developer to sql server, but it is not working. Password and user are correct. They know what the problem is?

    I already had this problem, but I needed to access with the SA user, I needed to free the remote access and then enable the SA user. As stated in the comments above, just enable the SA user. An example of how to do this is in this link.
