What’s the difference between an SSG blog and an October CMS blog?

Perhaps the title of this question is not the best, so I will try to explain below.

Would you like to know how a blog from an SSG (Static site Generator) works? More specifically, I would like to know why blogs created with SSG’s such as hex, Ugo and Jekyll, for example, do not use databases, but with October CMS I need a?

I am with a new project and although it is mostly a blog, there is a specific and important section that a static generator could not supply, but October does. At the same time, I would like to avail of the performance gains typical of an SSG for the blog part.
