This is a choice you should make according to User Experience (UX) parameters. What makes more sense to your user in this situation? What goes in the database should not matter in the decision, at least not prioritized.

The user interaction component of selection has the purpose of having multiple choices within a roll of established items that have some relationship between them, so you usually have a list. You choose which of the items you selected.
