None.

If you check the mysql documentation will see that it is placed

joined_table:
    table_reference {[INNER | CROSS] JOIN | STRAIGHT_JOIN} table_factor [join_specification]
  | table_reference {LEFT|RIGHT} [OUTER] JOIN table_reference join_specification
  | table_reference NATURAL [INNER | {LEFT|RIGHT} [OUTER]] JOIN table_factor

Where we can highlight the part {LEFT|RIGHT} [OUTER]. The square brackets around OUTER indicate that it is optional in SQL and therefore will be considered by default.

That is to say, LEFT JOIN and LEFT OUTER JOIN are exactly the same.
