I would like to ask a question, there is the possibility to create Chatbot using Watson Assistant or Microsoft technologies to be accessed from a local server without internet access?

Chatbot technologies like IBM Watson and MS Luis use NLP(natural language Processing) models that are trained and hosted in the cloud, precisely to abstract this customer difficulty and facilitate the training of these algorithms (which require a lot of computational power).

However, I have seen that some cloud providers have options to install all their "cloud" within an on-premises data center, as this I think there is the possibility of having a chatbot without internet access, provided by a local cloud, within your company’s intranet.
