I created an app on Phonegap and now I need to generate a package to publish in the Apple, my doubt is this: there is a way to create this package without having a Mac and the Xcode? I have developer account.

To develop and test your Phonegap in fact it is not necessary a Mac. All this process you can find on the internet itself in several articles. By your doubt, I believe that this step you have already achieved.
Now, to submit your application you will really need a Mac after having in hand your package .ipa through the Adobe Phonegap Build, for example.
In the Mac the process is very simple and fast. By Application Loader All you will do is enter your developer data, select the generated package and then upload. Unfortunately there is no other way, 99% of the process can be done in a PC, but the submission for publication should be in the Mac.

Paulo I got a mac and sent by XCODE, I received an email saying it was sent ... etc but it’s been a week and I haven’t received any more reports from them and I can’t even see anything in itunes connect, can you tell me if you have any way to track the status ?

Thiago, here has available status settings. Usually the longest it takes is Waiting For Review, can last more than 1 week, after that it goes into review and if not rejected will be as Ready for Sale in green. No iTunnes Connect You can track that by the history, it’s at the bottom of the page.
