In EF6 I could run the "update-database -script" command from Migrations to see the script that would run in the database. How do I get this in EF Core?

Utilize script-migration after rotating the Add-Migration, this way it will generate the file SQL for you.
You can also use the parameter Verbose next to the update-database to see the script that was executed in the console:
update-database -Verbose
