I’m using version 8.2 of DomDPF only that the special characters are as "?".
I’ve tried using the solution of this topic only you don’t have a file dompdf_config.inc.php here. Not even adding the code (header('Content-type: text/html; charset=UTF-8')) works.
Try before you pass your html code to dompdf to apply it in function
