I’m trying to create Tests Plans on VSTS (Free version), but I am not finding the location indicated in the documentation:
Instead, I get this interface:
By chance the Free version of VSTS does not have the testing feature?

To use these features you must have a Visual Studio Enterprise subscription or have an extension installed Test Manager which is available on Visual Studio Marketplace

After this click on the option "New Test Plan":
