Capture "Save work item" event at TFS - Visual Studio 2015

Good morning guys. All right?

I use Visual Studio 2015 to access the TFS Work Items and am looking for a tool that stores some specific information of the activities in an Excel spreadsheet and, when finalizing a Work Item, send an e-mail with specific formatting to some recipients.

I did a search and saw that the TFS settings support the sending of email, this just has to be configured... However I did not find anything that meets the issue of the spreadsheet, so I thought about developing an add-in that does both! Would someone know to refer me some tool that has these features or what I could research to start developing my own?

Thanks in advance.

Instead of storing activity-specific information in an Excel spreadsheet, why not store it in the Work Items themselves?

You can customize them to add fields and even change the workflow. So just fire up an email based on the information. You can use web Hooks and integrations, as you are in an old version, I recommend to update to 2018 Update 2 and use several new Features.
