Access to client directory

I have a curiosity, someone can tell me if there is any way to make my web application (in the case ASP .Net core) able to let the user choose a folder on his local machine and, my application have access to the files inside this folder that the user chose?

Good would be like a way to read the files in a folder on the client’s machine, so that as soon as it makes some change in some file or insert a new file, the application detects this change, but on the client’s own machine without having to manually upload it.

Look, as far as I know without uploading is impossible because this is a security breach in case it could occur...

What you can do is create a client for your user to install and this automatically upload to your site/system.
