This error appears in the Starting Server part.

@Pauloh.Hartmann option of " Run as Adm" does not appear.

@Marcelouchimura, I tried to install with Firewall off and also did not work :/
Try to make, for the machine you are installing, a telnet for port 3306. If you are going to make telnet from the same machine, open a command prompt and type telnet localhost 3306, and tell me what happens
telnet localhost 3306
telnet is not recognized as an external or internal command
