Agent to in doubt which meta tag is most correct to use or whether it is right to use both. Meta charset utf8 or http-meta here = content-language provided = en. Help me please

<meta charset="utf-8"> relates to encoding of characters for the browser, for example, some browsers may not recognize accented characters as ã and show a strange character, charset utf-8 will say that the page is encoded in Unicode that can display any character in that encoding https://www.w3schools.com/charsets/ref_html_utf8.asp

lang="" only tells the language of the page
