Masterpage as its name says is a Master page, used as a basis for other Webforms, for example, you can create Webforms with or without master page, if you select with Masterpage the new Webform will be part of Master Content. It is usually used in cases where you have a standard page with header or other items and add the Webforms using your Masterpage. This image clarifies what I commented above: Contentpage is your Webform and Masterpage you can add your Webform as content to it.

If it is something simple will normal webform without masterpage, now if you need a layout as in the image above with default header, footer and etc create a Masterpage pro for your project and use as mentioned above.. Now imagine that in your form the header you need in other forms as well, so create a Masterpage with the header and create the Webforms using this Masterpage, you will not need to keep creating the components for the other Forms.
