As far as I know, coordinates, latitude and longitude depend on GPS hardware and not necessarily on Internet connection or data. There is a way to get this data through a browser (web app) on a smartphone with GPS?

Yes, some frameworks for creating hybrid applications like Phonegap instance a class that uses GPS, WIFI, carrier signal and others. The application calls the method and this search which of these resources can respond to the request, some more accurately than others.
