I’m getting the message "Restart Chrome to turn on the Adobe Flash Player plug-in", but I’ve restarted, reinstalled, turned the OS off and on, checked for plug-in and browser updates, and nothing has resolved.
Any suggestions on how to proceed?

You did the procedure specified by google to activate?
Only allow Flash content to run on websites you trust.
No computador, abra o Chrome.
Acesse o site do vídeo ou jogo.
À esquerda do endereço da Web, clique em Bloquear Bloquear ou Informações Informações.
À direita de "Flash", clique nas setas Setas.
Selecione Sempre permitir neste site.
No canto superior esquerdo, clique em Atualizar Atualizar.

If it’s still not working, try restarting Chrome in the update tab (Will upgrade to version 64.0.3282.167):
No computador, abra o Google Chrome.
No canto superior direito, clique em Mais Mais.
Clique em Ajuda e depois em Sobre o Google Chrome
Clique em atualizar
Clique em Reiniciar.

Guy checks if the plugin is enabled. Go to in the Chrome menu in the upper-right corner, then More Tools > Extensions, and see if it’s enabled. If you do not scroll uninstall, go to the Adobe website and install the plugin there https://get.adobe.com/br/flashplayer/
