I use the rotary on my system, but when running the same on Azure as a Web Application because the Azure does not allow file execution .exe. So I need some other Framework which replaces the rotary and which is permitted in Azure.

Azure allows yes, but it will have to be plans S1 up. Or if you want at low cost, create a VM and host manually.
