I downloaded the ISO file from SQL Server, mounted and at the time of clicking setup.exe this error happens. 
Can someone help me?
I need to install SQL Server to use together with visual studio. FA uninstalled everything and tried to install again, cleaned everything related to SQL Server on notebook, until the search bar did not appear anything when typed "sql".
I also used another version of SQL Server, and always gives the same error.
Use Windows 10 pro, 1 TB, 8 GB RAM X64.

Apparently it is a problem in your ISO, try downloading again from another computer. Try to mount the ISO in a different way too.
You can investigate in more detail at SQL Server installation logs. In SQL Server 2016 this log is available at %programfiles%\ Microsoft SQL Server\130\Setup Bootstrap\Log
