I unintentionally deleted all Mysql users phpMyAdmin

I was following some tutorials on the internet to change my mysql user password in phpMyAdmin and in the end I deleted this user. I lost access to phpMyAdmin and do not know how to solve this problem, I am using Wamp Server.

The following message appears:

#1130 - Host 'localhost' is not allowed to connect to this Mysql server

Is there any way to restart or return the source settings?

    Yes, I posted it on the website. just start the server with --Skip-Grant-Tables https://answall.com/a/139224/70 and recreate the desired users (or simply fix what you’ve damaged). READ CAREFULLY THE RISKS AND CARE IN RESPONDING

Try what is in the answer to this other question from a user in an identical situation to that referred by you. HERE!

The solution presented is to execute a file .bat in the folder of xampp or if the following code does not exist:
