Install . Net Core SDK and Runtime from the Windows terminal?

I need to install both Runtime and the SDK. Net Core on the college machine, however, only place where I can put a proxy for general access is in Terminal, so I wonder if you have how to install these components via windows terminal?

ps: I can’t install anything because I need administrator privileges for this.

And if instead of trying to use the terminal, you take the . exe of the . NET Core on a USB stick and then install?
