How to apply Blur-like effects to images that work outside of Chrome?

Question

When trying to apply the effect Blur in images, I had problems with some browsers, as you can see in the link below.

BLUR EFFECT

I wonder if there’s any effect that resembles Blur and that works in the most modern browsers (Firefox, Chrome, IE and Safari).

NOTE: The answer given to this question above uses an image that is already in effect Blur, and it’s not what I want. The proposal is to use CSS properties to do it.
