Oracle PL/SQL - Connection with Webserver SEFAZ

Someone here has already been able to establish contact and authenticate SEFAZ (NF-e or Reinf) servers through PL/SQL with Oracle Wallet?

For the last few weeks I have been trying to make contact with these webservers, first with Oracle 11, and then with Oracle 12, but I haven’t been able to.

The last mistakes that have occurred are

ORA-29024: Failure to validate the certificate

But I am using a recently generated certificate and followed the various tutorials on the internet.

The question is how we treat SEFAZ services, with public key of the taxpayer, I do not know if it is limitation of Oracle with the technology of SEFAZ, if it is error in the creation of Wallet, or some other reason.

At this time of the project, the requirement still holds to connect in this way. I would like to exhaust all possibilities, or by getting all arguments against, of connection via Oracle.

If someone could connect this way, they could pass a step-by-step or at least some tips on how to proceed?
