GS1 tags Code128 subset C

Has anyone implemented the standard GS1 barcode? In the pattern there is a barcode Code128. I’m trying to implement using Code 128 subjet C, my number of digits will be odd. How it has to be:

1517072011170323703007607271023031701

But he’s getting like this:

01517072011170323703007607271023031701

Does anyone know a way around that, any components or some way to manually assemble the barcode? For I must print an odd code and it must be Code128c.

I tried to use Subjet A and Subjet B, but the generated code is too big does not meet my need. These barcodes go to the client, there’s no way I can adjust in the program.

I’m using Delphi XE7 - Fortes Report - Trlbarcode.

When reading barcode the ideal is to filter that can be both in the scanner and in your program.

The normal is to do in the program, because in addition to some scanner models do not filter, in the program the reading reaches 100% pure.

In your example above is just ignore the first digit which in case is 0.
